GOVERNED TESTING SEQUENCE
Testing must remain connected to execution.
Fix the system, version, purpose, actor, environment, and proposed use.
Bind the test to identified requirements, evidence, and acceptance conditions.
Evaluate the preserved evidence against the declared test questions.
Record supported, partial, hold, or escalation outcomes without overstating scope.
Connect the determination to ALLOW, HOLD, DENY, or ESCALATE conditions.
Preserve the test, evidence, reviewer, decision, execution, and outcome record.
TESTING BOUNDARY
A completed test is not automatic permission to act.
Governance testing establishes what was tested, against which requirements, using which evidence, under which conditions, and with what bounded result. It does not by itself establish legal compliance, certification, conformity, admissibility, or execution authority. Release requires the applicable authority, evidence continuity, binding, admissibility determination, and governed execution control.
