Assessment constitution

Twenty-four operating principles

These constraints prevent assessment from becoming a cosmetic completion engine.

Assessment is not attendance

Presence in a course does not establish capability.

Completion is not competency

Finishing content is not proof that the learner can govern consequential execution.

Evidence precedes eligibility

Credential eligibility must arise from preserved performance evidence.

Critical failures matter

A high average cannot erase a critical failure in evidence, authority, boundary, or execution.

Scope must remain bounded

A credential applies only to the demonstrated scope.

Uncertainty stays visible

The learner may preserve “I do not know”; the system may not silently convert it into certainty.

Assessor authority is explicit

Only authorized assessors may bind a formal determination.

Rubrics are inspectable

Learners must know what capability is being evaluated.

Versions remain preserved

Question sets, submissions, rubrics, findings, and determinations retain history.

Appeal is part of governance

A challenge must be attributable, reviewable, and connected to the original record.

Practice activity may support readiness but does not automatically become credential evidence.
